NGO's to Monitor Election

An administrative court has authorised local NGOs to monitor the September 7 presidential election inside and outside polling stations. It overruled a previous decision by the electoral commission to ban independent NGOs, arguing that "the monitoring process was not part of the commission's prerogatives."
